I'm pretty sure that they are mounting steps, although if you can prove otherwise I would be happy to concede.
The only reason I think that they are mounting steps is that they run parallel to the road rather than at odds with it. I'm sure the route of the road would have been an ancient track before it was made proper.
Also, stiles are rarely straight steps, most are ladders or cross-steps many animals can actualy climb up straight steps (they have trouble getting down though!).
