I only ever see it from the road,so maybe I've missed any activity? I also pass the North park,in Bootle,and since it was refurbished,with new swings,facilities,etc,it's usually quite busy,though for years previously,it looked barren!Some investment would probably would make a difference,so good luck with your plans!
