Nice. It is plain to see that the street extensions, Brunswick & Water, were to take trams to the Ferry Terminal and were meant to be permanent bridges and the docks would stay intact. Developers took advantage of the docks spaces between and built large buildings, the Three Graces. The Pier Head was no great plan, it was ad-hoc.

The ferrys used Chester Basin in front of the Dock Office, when it was tidal before the floating stage was built.
