There was a debate on here- I can't find the thread now- called 'who owns the streets?. On it I mentioned that Grosvenor and a council spokesman had been on BBC Radio 4's 'You and Yours'. The council person said they'd made Grosvenor sign an undertaking that no gating of the new development would occur and that it would all be open to the public 24 hours a day. Whether that proves to be accurate we'll just have to wait and see.

Similar fears are being expressed here in Chester regarding ING's forthcoming massive new Northgate scheme. Lots of retailers currently in the historic Rows will be tempted by attractive offers to move into the new shops where they will be much less restricted by planning regulations than they are in the listed buildings they currently occupy. What then becomes of these is anyone's guess.
I heard that the Eagle was indeed to remain in situ, but whether as a proper pub or as some sort of wine bar I couldn't say.
