Of course they would unless of course it was in Manchester, then it would be suggested they add a few more storeys to the height. English Heritage in Englands North West is Manchester based and Mancunians predominate in that organization. Funny, don't you think, that English Heritage had little problem giving the thumbs up to the abominations of the Crowne Plaza Hotel and the student accomodation on Skelhorne Street? Both of these developments wouldn't be out of place in a Russian Soviet era development.
Imagine what Liverpool would have looked like today if there had been a Manchester based English Heritage at the time William Brown Street, St. Georges Hall, Pier Head and the Anglican Cathedral had been proposed.
