Yes, that's right.
I worked in Chemist shops and we used to sell soda water. The customer would return the used siphons.
That was in the 1970s -- ( before anyone says I was working in Ye Olde Apothecary, ha,ha)

There was a deposit on the syphon that cost more than the water
