I think the film is 'Homes Not Roads' made by the Vauxhall Neighbourhood Council. The film documented the plight of the residents of the Liverpool tenement blocks, and the possible impact of a planned inner city ring road. The film was narrated by Brian Jacques, and features a contribution from Professor Lewis Lesley who was working at Liverpool polytechnic at the time. The protests were successful, and the plans were scrapped.

That was actually the film I was searching Google Books for a bit more information about, and I appreciate you directing me to this clip.
However, some minor issues concern me.
This film was released 1977.
I thought 'Homes not Roads' was 78?
This film is 25 minutes.
I thought 'Homes not Roads' was 20?
I guess if Chris Malone is the director of 'Homes not Roads' that will solve this.
Also, if you know what the "sd" abbreviation stands for, that would be helpful too.
Through some extensive digging, I have found the title of the film!
