That is a capped ventilation shaft for the Railway tunnel below. Capped off so you can't be thrown down there as it's a fair drop.

Just for clarification, it's a vent from the Waterloo Tunnel :PDT11
There are a number of these if you follow the Waterloo tunnel route, notably at Norton Street, in the grounds of Archbishop Blanch school, Crown street,
Mason Street and of course the one pictured (off the top of my head). The others are taller though and so not capped off.
Great pics...quincyg...any chance of posting a bigger version of the front of the goods yard on Wavertree/Tunnel Rd.?
I was brought up about 100 yards from that on Wavertree Rd. Brings back lots of memories.
