Funny that. In my experience it's always borrowed money. Someone, somewhere is very rich and controlling it all. Don't know much about them, but they seem to have had a few lucky breaks and make the money for their backers.

Alot of the city centre i found horribly ugly buulding wise and had poorly placed ones worse than here in parts.

No way Max, congestion in Manchester is horrendous. It generally takes an hour after severn to get from Warrington to Manchester, that's on a good day. Coming in from Bolton is even worse. They do their traffic jams really well.
