Is this not part of the "guess the location" thread Leon? Must I cast my ignorance at your feet once more and plead for enlightenment?

So, Joe. Is that some sort of buffer at the pier head?

I was at the Lucky Bar in D.C. yesterday to see Liverpool beat Man City 3-0. A new flat panel TV had been put up partly overhanging the passageway to the back of the bar. I noticed that the management had put up a buffer underneath the TV to prevent knuckleheads from banging their heads on the screen.
