Well if itis a shark? then its dead or dying ie its upside down which is the norm for creatures of the water.
For a while I was struck by the oddity of having such a large white circle just off shore...
Monster shark? Shark wasn't enough it has to be a monster shark...
It is odd that it is the only feature in the water. Odd too that if it was a dead basking shark why has the body not turned up?
the comments suggest a Jetskier.....

But don't those jet ski's need a shallow piece of water to start you off? and have you tried startingup a jet ski on deepish water?thier balance needs a tightrope walker one.
Its a bit like riding a bike.... you need one foot on the ground and tother on the pedal to kickthe bike into balance mode.
There stil lwould have been faint white ruffle in the water though from whence he came.
It's strange that you have the same shot from a different angle. Is there no way to scroll forward or back in time?
Aye! There's the rub.
There has always been sharks in the Albert Docks they are called shops

It isn't upside down George. What you think is its open mouth is a fin behind the back of its head.
This did suprise me...here we have an intelligent man(alledgedly) quoting it could be a basking shark, instead of researching it first before making stupid comments and ruining his reputation as a Marine biologist.Marine biology expert Tom Cornwell said the 'large object' could be a basking shark - which can grow to 35ft.

Ged,the belly of a shark is whte, the upper part is a dark colour...now then if that was a shark its upper part of its body would have blended in with the water and you would not have seen it as it is in the pic, however if its upside down then that is what you will have seen in the pic.
Anyway as I said its a small cabin boat just started up in the dock.
