The coal holes are genuine - though I doubt if many still have coal delivered. Most are lived in, but not on a 24/7 basis. Huge rooms take a lot of heating, whatever fuel you're using, so best to borrow someone else's warmth during daytime hours. Curtains too can be very expensive to clothe those huge but lovely windows. Some residents are still saving up...
BTW, Liverpool already has its Harley Street: it's called Rodney Street.
The 'gassies' however are not old, but 'neo-gassies' - repro, like your neo-Georgian or mock-Georgian, and were only installed a few years ago; though they are an improvement on what came before them...
