    Here`s one from a long time ago Lenka admit it`s only the background is out of focus but with a tele and a wide aperture I think it would be possible

    I really rushed to say that the camera can not get pictures with this effect. I mean that the easiest way would be is to make it with a software.

    Putting a filter over the lens will do it,the more expensive cameras have an attachment so the lens can be tilt shifted,hence the name "tilt-shift"

    You can actually but a lens just for this effect. Or, you can make one.....
