Yes, it served as a steam/smoke escape chimney for the underground tunnel. There are a number of them dotted down the lines from Edge Hill for the Waterloo and Wapping tunnels - down to the docks.
I've got loads of photos like that - usually when I've forgotten to take my lens cap off!
