    I think you're right,to a point! Maybe the government of the day,just decided the investment in a re-built/new customs house wasn't worthwhile,possibly due to the decline of Liverpool's port business?! As for St.Lukes church (I think that's the one you mean?) this was left standing as a memorial to all who died in the city, in WW2

    Have you ever looked at the monument from the middle of Castle street. Its the funniest sight in town but i'll leave you to find out why!
