Manchester is not in a better geographical position. It is one side of the empty Pennines, in the bottom right hand corner of the north west. Across the Pennines is the Yorkshire economic capital Leeds. Liverpool is easy to get to and North Wales is across the rivers. Ireland and the Isle of Man are in easy reach. Wrexham wants to be on electric Merseyrail with direct Liverpool centre and airport access - borderlands line.
Liverpool is being kept back over Manchester. The point about no direct airport rail connections proves that.
Peel were responsible for the Mill town canal development that made many docks shallow by infilling so they could make money. Deep sea ships cannot berth city centre docks. They only understand inland barges. Bizarrely, they fill in deep water Liverpool docks and keep inland Manchester docks deep.

Have little faith in Peel to deliver anything.
