I've seen similar shaped buoys to that one when there are powerboat races on the river (to mark out the course).
They are marker buoys. There is a sailing club nearby. They signify *Red Right returning* The 08 is simply an 8 mile sign from the Bar at Jordan's bank.
People race their 'Fireflies' around them. Usually, they are picked up. Maybe the boatman was bevvied ?
If anyone said 'booey' to me I wouldn't have a clue what they meant ! lol :D
I've never heard buoy pronounced that way.

By the way, when I originally saw that photograph of Kev's the Liverpool 08 logo was quite obvious, and I still think that is what it is. So I wonder if it is a mile 8 marker as Steven says. :rolleyes:

Red = Port = Left ...... Short words.
Green = Starboard = Right .......... Long words.
