A quick search of Google indicates that a resource recovery park is just another name for a waste recycyling site and that 300,000 tonnes means it is going to be very big. The actual site seems to be between the Garston Village by-pass and the docks.
There is a public meeting arranged by local people tonight at the Garston Urban Village Hall, Banks Road, starting at 7.00 pm. There is also a petition against the proposal being organised by the people who run the small garden centre on St Marys Road just down from the Dealers Pub.
I think this is something Garston can do without, I live here and have to say that St Mary's Road is a virtual dump any way. No doubt they will tell us the money obtained will be reinvested locally and used to upgrade the surrounding area. However I feel that this is a step too far and other sources of funds should be found for an area which is rapidly deteriorating. Are we paying for having elected none ruling local party councillors?
As a Garston resident I wonder if any forum users are going to this meeting tonight. I am working the late shift and unable to attend. If anybody does go could they let the forum know how it goes.

RESIDENTS fear hundreds of lorries will rumble through their community every day if a massive new waste plant is built.
The processing site, earmarked for land close to Garston?s Stalbridge Dock, would handle about 300,000 tonnes of industrial and residential rubbish a year.
It would also have huge reprocessing silos and gas holders up to 30 metres high.
Locals claim it will be a blot on the landscape and cause a huge increase in traffic, with 260 HGVs passing their houses every day.
Bosses at Jack Allen Holdings, which has applied for permission to build the plant, say they hope to transport some of the waste by rail and river.
But residents fear their house prices will be affected and future developments hampered.
Cressington councillor Peter Millea, who lives close to the site, said he expected a large number of objections to the plans.
He said: ?They have sent out around 4,000 letters to homes in the area, which gives some indication of the scale of it.
?They are saying there could be 264 additional lorries going to the site for 11 hours a day, which is around 24 an hour. This is an unacceptable increase in the volume of traffic at the junction of Dock Road and Garston Way, which is already an accident blackspot.?
Cllr Millea, Liverpool council?s executive member for regeneration, also said plans to redevelop nearby land for housing could be compromised.
He added: ?We have plans to regenerate that area, but not many people are going to want to buy a house next to a recycling plant.?
Resident Lyn Fitzpatrick said: ?I feel the building of this factory will ruin all the good things happening in Garston.
?My friend and I live close to the site and we are appalled by the idea of it being built. It will not improve the area in any way and we are not alone in that opinion.?
Peter Coe, spokesman for Jack Allen Holdings, said the predicted volume of traffic was a ?worst-case scenario?.
He added: ?The absolute maximum number of vehicles would be 264.?

I guess one of the most crucial issues to be resolved is that of identifying who actually owns the land on which this blot on the landscape is proposed to be built. Pressure could be applied in that direction in terms of identifying a more suitable use for the land. Anybody with links to the land registry?

I live right next to this site and will be attending this meeting tonight myself and all my neighbours are fuming over this proposal how dare they dump this on us.
As for who owns the land it belongs to British Associated Ports who have a very interesting enviromental policy!!!!! If this is the case and they are leasing the land they will be going against their own policy. If you search Garston docks on google you will find maps of the dock and an area marked out for redevelopment which we were told a while ago was to be housing.

Putting this waste plant next to Stalbridge Dock is a joke,. It is massive. There have been new developments around Garston and all will be blighted by this monster. Garston Docks have little time left as commercial docks and the idea was to move residential homes to the quays of the docks - naturally, as water is an attraction for all.
This plant would preclude any residential expansion. The whole area should be earmarked as residential when the docks cease to be commercial.
This plant can be put in the fields with landscaping and trees around to hide it.
No one wants a waste plant on their doorstep, and the council should not put these plants near people either - or even consider doing so. Especially in a location that offers so much for future residential homes.
This plants was planned for Helsby, though their residents finally got rid of it, but not before they had gone through a number of Public Enquiries, which Peel Holdings raised. The last inquiry was in May this year, which ties in why they are considering Garston.
It needs some joined up thinking.
- Large housing projects have been built around there.
- Garston Docks will remain, but for how long will they remain viable?
- There is talk of housing around the docks eventually, which is the best usage for them when the big ships stop entering the docks.
- The commercial estate at the old airport site next door is being considered by Royal Mail. A good site as they say rail lines will be run in - from where I don't know. From Garston Docks on the foreshore? From EFCs training ground around the back of JLA through fields and along the Speke foreshore?
- The air-sea freight terminal next door at John Lennon airport, which may be a bonus to Royal Mail.
- The proposals of a Maglev from Manchester airport to JLA.
- Will this massive complex hinder the progress of the area? Prevent rail connectivity and hinder future housing? Probably.
What about those people who bought new developments thinking the whole area was to be residential? The have been conned. If this plant goes ahead then residential homes will drop in price and any new homes difficult to sell.

The meeting was chocker, loads of residents old and new. There was very old lady (80ish) who got a huge round of applause. Most people spoke sense and I was disappointed to hear that Garston Councilor Peter Millea [who I've known since I was a kid] has a lot to do with this thing being built.
There's gonna be another meeting in a weeks time with lots of people being invited [Peter Millea] plus others who can't use short notice as an excuse next time!
There will also be letters being made [to lodge objections]available from 9am in the morning from Garston Village Hall until 8pm tomorrow.
This won't only effect Garston, Cressington and Speke residents but even further inland!
The company building it have been closed down in several other places around the UK!
40 tonne lorries carrying waste every 11 minutes, through Speke Boulevard, into Garston [already congested] 24 hours a day!

Thanks for the quick and excellent feedback Kev. Can't say that I share your surprise at Peter Millea's alleged involvement. He is the on the Council's executive board with responsibility for Assets and Development (including planning and transport). It is very rare that a proposal of this nature is made without some prior consultation, in respect of feasibility and liklihood of success, with those near the seat of power.
I begin to despair for us residents of Garston if this is the type of thing the Council feels appropriate. There is talk in high places and even on the local radio of how Garston is beginning to turn around. However for every good thing that happens it seems to me that there are two or three things which then take us in the opposite direction.
I cringe when I think of the millions that must of been spent on the so called upgrade of the Village, and the months of inconvenience experienced by us all. Is the village an example of good planning, is it architecturally eye catching, was it worth the investment and inconvenience? Are the numerous flat or, to use the modern parlance, apartment developments what was needed or wanted in Garston? Goodness me there are times when St Mary's Road and the Village, take on the modern day appearance of an old Wild West ghost town. Talk about planning and transport there is no evidence of any type of co-ordination of either in this area. I can't see it getting any better soon.

Good luck with your objections, Garston does not deserve this, it has been through so much in the last thirty years, and on my last visit(when I met Taffy) although still looking grim, looked to be turning the corner.
Only just heard about this. I contacted friends in Cressington Park and they had no idea. I would say they need to leaflet all the houses in Cressington Park because lots of judges and barristers live there, that would light the blue touchpapaper at the council.
I suggests they do, this will only effect their house prices more than the credit crunch has done.
I know someone who was recently given a 30K discount on a house there and the valuer for the mortgage company then valued it at another 30K less than the original discounted price!

Hi all
Went to the meeting this evening in the Village Hall. No representation from John Allen company, again. A plan of action is being formulated and a fighting fund has been established.
Another meeting has been planned for a fortnight today, (21st) again in the Village Hall at 7pm.
Lots of useful information gathered and shared tonight, along with some good proposals on how to proceed.

MP joins war on waste site

MORE than 2,000 people have signed a petition against plans to build a waste reprocessing plant in Liverpool.
The massive site, including several 30ft silos, has met with opposition from residents in Garston.
MP Maria Eagle said she had serious concerns over the plans to build the biological and municipal waste plant, saying it could hamper the area?s regeneration.
She said: ?This proposal is not appropriate to the area, given its size and proximity to residential neighbourhoods and the amount of heavy traffic it will generate.
?I fear Garston?s progress, and continued regeneration, could be jeopardised by a development such as this proposal.?
Residents have expressed fears about the volume of traffic the site will generate, with the company behind the plant, Jack Allen Holdings, admitting more than 200 lorries a day will access the site.
But the company said it hopes to transport much of the waste by other forms of transport, including rail and maritime.
Councillors said they fear that will not do enough to cushion the blow for the community. Cressington Cllr Peter Millea said the campaign against the plant was gathering pace.
Got a leaflet in my letter box today. There is a meeting this coming Tuesday, 21st October, at the Garston Urban Village Hall. 7pm till 8-30pm.

Another heated but productive meeting last night in the Village Hall.
Professor Kline, a local resident, has been in touch personally with Maria Eagle, she has responded to his letters and is now fully aware of the situation.
Again, Peter Millea failed to attend, perhaps he was too busy watching Liverpool play? Why we bother with this man is beyond me. As one gentleman said last night, if he won't come to the meeting, let's take the meeting to him! Great idea!
Again, Jack Allen Holdings refused to participate in the meeting. This leads me to believe:-
1 They are surprised by the level of local opposition and are reluctant to face angry, informed and co-ordinated residents.
2 They are using this as a diversion and stalling tactic, so that as we are busy arranging meetings, they are concentrating their efforts elsewhere.
After talking to my archaeological colleagues, and reading what passes for the Environmental and Archaeological Impact Assessment allegedly performed by Jack Allen Holdings, I believe that there could, IF THERE WAS ENOUGH LOCAL SUPPORT AND INTEREST be grounds for further investigation of the area. In order to request that the City Council's own archaeology unit take a look at the site, there needs to be significant and sustained local interest in the history and archaeology of the area.
Obviously, as stated before, I am a student archaeologist, and by no means an expert, but it seems to me that a site with "multi-phased occupancy" (i.e. in use since Roman times) would be very interesting!
Date of next meeting to be decided, but probably 2 weeks.
In the meantime,
