I have been on the roof of Tower buliding in the late 80s. There is a Janitors bungalow up there and a very nice residence it was too. In 2001, I went around the ground floor looking for office space. It was in a very poor state and smashed to pieces but had good potential and great views of he river and Liver buildings. In the 80s there was a great shop called "Executive menswear" that sold real snazzy suits. There were too many ram raids there and the place closed down. Tower building didnt do much after that but I wonder if it is up and running again?

Tower Bulding is now apartments. The penthouse was one of Liverpool's most expensive at £2 million I think with a large roof terrace.

Wow, and nowhere to park!

I remember the Caretaker taking me on a grand tour up there and he showed me a 3rd Liver bird up there on top of one of the other buildings towards Old Hall street I think.

Yes, that 3rd Liver bird is on the rear of Mersey Chambers, the front entrance of which is in Covent Garden. I used to go there to Harrison Line in the 1980s. The bird looks down onto St. Nic's gardens.
