I think we should have one, linking Liverpool to Birkenhead that should be free to use even if it takes money from the Tunnel tolls - which have apparently been paid for many times over.

Sure. But understand that such a development would almost certainly be a private enterprise and that it would be predicated on the eventual closing of both Runcorn Bridge and the Mersey Tunnel.

That's a big possibilty. But maybe 'cos of the distance Runcorn may be spared.
