THE cost to Liverpool taxpayers of underwriting the losses of the Summer Pops - £348,000 last year - is to be investigated by city councillors.
More than 100,000 flocked to the showcase event, with top stars attracted to the Big Top, but the escalating losses are now causing concern.
Last night, city council leader Cllr Mike Storey said: "The Summer Pops attracts thousands of people to our city in June and July, and it is right that the event has our support.

Odd, very odd. Its a big tent and its practically full every performance. I went this year for the first time and was amazed at the amount of people from all over the place chatting about how it was great. It made me very proud of our city.
It's bad that they have no arena for this though.

However the big top has a charm unique to Liverpool and it will be sad to see it go if The Summer Pops moves to the Kings Dock arena when its built.

SIMPLY Red have been signed as a headline act at this year's Summer Pops.
It will mark a return to the Big Top arena for the group, fronted by Mick Hucknall, who played at the festival in 2003.
Since their debut, Money's Too Tight To Mention, reached the UK top 20 in 1985 they have had a string of hits including the number one Holding Back The Years.

Max I never went until last year - it was brilliant, it blew me a way. Aussie Pink Floyd were brilliant. That little tent has a special atmosphere and is very deceptive. It is hooj!

I did something I've never done before unless I've really had to, (once in the last 10 years), I went to (*coughs) Manchester to see The Australian Pink Floyd at the MEN. Fanbloodytastic! I cannot wait untill The Liverpool Summer Pops 2006!
Here's my review:
So the excitement was building weeks before the Australian Pink Floyd (http://www.aussiefloyd.com/) were due to play Manchester (http://www.men-arena.com/)’s MEN Arena (http://www.men-arena.com/) as part of their 2006 UK Tour. This was followed by a few sleepless nights before the performance. I was picked up by my good friend Matt, a Floyd fan but never seen the Aussies play before. I couldn’t praise them highly enough, yet somehow I knew that seeing them would blow him away. They succeeded, another convert!
We arrived at the MEN at around 7.30pm and bought a beer, the Aussie Floyd would have approved, it would have been rude not to. We were shown to our seats and then took a little time out to have a walk around and meet several members of the unofficial Aussie Floyd forum (http://www.nanagram.co.uk/forum/index.php) before heading back to get ready for the whole of Animals (http://en.wikipedia.org/wiki/Animals_%28album%29) (1977) live. It was pointed out to me that it would be Animals and not Wish You Were Here (http://en.wikipedia.org/wiki/Wish_You_Were_Here_%28album%29) (1975), a careful look on stage at the image in the background gave it away! I originally heard APF play Animals for the first time at Liverpool Summer Pops (http://www.cmpentertainment.com/index.php?action=display_artist&artist_id=238&archive=0) 2005 and I am happy to report that they played it much better than last year! Just hearing my favourite Floyd album played live was a dream come true for me. From the acoustic opening of Pigs On The Wing (http://en.wikipedia.org/wiki/Pigs_on_the_Wing) it was played flawlessly, the sound was amazing accompanied by a superb light show and blow up pigs too!
After the album, it seems customary for the APF to declare a 20 minute break and we were advised again to grab a beer by the lads. With good intention we made our way to the bar to be greeted by a queue that was not moving anywhere. We returned eagerly to avoid missing the second half. It went dark and from the silence I recognised the haunting beginning to Shine On You Crazy Diamond (http://en.wikipedia.org/wiki/Shine_On_You_Crazy_Diamond), utterly brilliant. After that followed faithful renditions of Floyd favourites, crowd pleasers if you like, Sorrow (http://en.wikipedia.org/wiki/Sorrow), Astronomy (http://en.wikipedia.org/wiki/Astronomy_Domine), High Hopes (http://en.wikipedia.org/wiki/High_Hopes_%281994_song%29), Time (http://en.wikipedia.org/wiki/Time_%28Pink_Floyd_song%29), The Great Gig In The Sky (http://en.wikipedia.org/wiki/The_Great_Gig_in_the_Sky), Wish You Were Here (http://en.wikipedia.org/wiki/Wish_You_Were_Here_%281975_song%29), Another Brick In The Wall 2 (http://en.wikipedia.org/wiki/Another_Brick_In_The_Wall%2C_Part_II), One Of These Days (http://en.wikipedia.org/wiki/One_of_These_Days) ending with the unforgettable Comfortably Numb (http://en.wikipedia.org/wiki/Comfortably_Numb). I knew they would play an encore and they didn’t disappoint with In The Flesh (http://en.wikipedia.org/wiki/In_the_Flesh) and Run (http://en.wikipedia.org/wiki/Run_Like_Hell). Each track played almost to perfection with all the bells and whistles associated with a outstanding live performance. Skippy (http://www.ijobsblog.com/images/aussiefloyd/DSC02865.jpg) even made an appearance.
We began our exit from the arena and waited for ever to get out of the car park. We thought all was clear until traffic came to a halt in the pouring rain on the M62. A detour was suggested, so through Warrington we drove for a while. What a perfect opportunity to listen to some more Australian Pink Floyd recorded live at last year’s Liverpool Summer Pops!
I was knackered by the time I got home, the same can be said for Matt, now a fully fledged fan of The Australian Pink Floyd.

Regulars Australian Pink Floyd will make 2006 their fifth consecutive year at the Pops.
The band is described as the biggest tribute act in the world, and will play two shows at either end of the month-long music extravaganza.

They are almost as good as the real floydlive, i just take my aussie floyd forum buddies word for that! Ive seen them 3 times now and they get better and better!

When people talk about tribute bands, you tend to cringe and think of Bjorn Again or someone cack like that.
These fellas were different, they could have been the Floyd, they sounded so alike!

CORINNE BAILEY RAE - widely hailed as this year's brightest new music talent - has been signed for Liverpool's Summer Pops.
The singer, who has already sold out an appearance at the city's Carling Academy next Tuesday, will play in the big top at Central Docks, on July 11.

I've seen the Aussie Floyd quite a few times and have to agree they were excellent,there version of Echoes and Dogs are fantastic,another covers band that were unbelievable were the Aussie Doors but sadly they are no more.
Has anyone on here been lucky enough to see the real Pink Floyd because I've seen them 7 times :celb (23):,I first saw them in Wembley in 1988 and then after seeing them just had to take in their Maine Road gig,In 1989 I saw them at the London Docklands Arena on their "Delicate Sound Of Thunder" tour,In 1990 I saw them at the "Knebworth 90" show they did with a number of other big bands,Dire Straits,Genesis,Eric Clapton amongst others,then on their last tour I saw them at Palace De Chantilly in Paris and twice at Earls Court where at one gig they played the whole of "Dark Side Of The Moon" which was amazing,especially as I finally got to see the aeroplane crash into the stage,I'd only previously seen it in pictures.I also saw Roger Waters perform "The Wall" in Berlin and I went to see him on his "In the flesh" tour.I couldn't get tickets to see Dave Gilmour this year because they sold out in minutes.:sad:

Kev they're very authentic and you'll never hear Floyd play the likes of Animals or The Final Cut which I absolutely love,so it's the only way your ever going to hear them live anyway,I think they're brilliant myself by the way and saw the at last years summer pops.:celb (23):

I know, I have listened to it loads of times, Animals especially. The haunting Shine On at the start of WYWH is magical, sends shivers up ya spine.

I also went to see a tribute PF band called Off the Wall on Thursday in St Helens, they were really good, did the album 'wish you were here' for the first half of the show and then a 'best of' for the second half, big show, lots of lights, good videos on the circle screen. Well worth going to see.

Hi Paul, I remember the event, it was the first tour that the inflatable pig and other animals appeared, I can't remember what they played at the time only animals as that was the soundtrack at the time. I must also confess I was young, I think it was possibly my second gig, the first being Slade at the Empire, I also had the chance to see PF at Live8 but was unable to go so give them to my step daughter.

Does any remember the only gig to take place in the dome at Garden Festival, China Crisis did the saturday, merseybeat on Friday, the Inspirational gospel choir on sunday, lots of support bands as well?

Deacon Blue to play at Summer Pops.
THE Ship Called Dignity will be sailing into the Mersey when Deacon Blue perform at the Summer Pops.
The Scottish band, who dominated the charts in the 80s and 90s with hits including Fergus Sings The Blues, will give a rare live show in Liverpool on July 4.
They join a line-up bursting with star names, including a double sell-out by rock legends The Who, along with Bryan Adams, Westlife, Simply Red, Oscar Peterson, Whitesnake and the Sugababes.
At their height, in the late 80s and early 90s, Deacon Blue was one of the most commercially successful British bands of its era.
They scored 18 UK top 40 hit singles between 1988 and 1994, including Real Gone Kid, Twist And Shout, Fergus Sings The Blues and the classic Dignity and reached No 1 in the album charts with their Great-est Hits.
Since the band's initial split in 1994, lead singer Ricky Ross has continued a career, not only in his solo work, but most recently with his partnership with James Blunt, whose huge hit single High was co-written with Ricky.
They reunited last New Year's Eve, headlining Hogmanay celebrations in Glasgow in front of 30,000 fans. Ricky said: "We've always had a special relationship with the Liverpool crowd.
"It's going to be great to play for them again."
The leader of Liverpool council, Cllr Warren Bradley, said "Deacon Blue are one of the biggest acts to have ever emerged from Scotland and they have a great live reputation.
"This show is sure to have a fabulous atmosphere and it's a fantastic addition to an already strong line-up."

As The Bootleg Beatles are to the Fab Four, so the Australian Pink Floyd are true musical replicas of their own idols.
And now they are back at the Summer Pops for two nights - and ready to pay that 'tribute' again.
"Playing Liverpool is a highlight, for sure," says Aussie Colin Wilson, the 44-year-old bassist.
"One of our first major gigs was at the Royal Court in the 80s and we knew then that your city was special.
"Over the years we have seen the place change so much and with Capital of Culture it's got this buzz.
"Last time we played in the city there were cranes everywhere. Now we believe there's even more." The five piece band set up permanent camp in the UK in the 90s after becoming the first ever Pink Floyd tribute. They know Liverpool's heritage and say they have done their sight-seeing in the 'Pool.
"Yeah, we know it pretty well by now.
"The Albert Dock, the Beatles museum and all the architecture."
That said, Colin now lives in Cheshire - so he isn't that far away and two of the road crew live in Liverpool.
He says this year's visit will be special - because it's like a 'Greatest Hits' show.
"In the past we have done full albums on stage.
"I know this year our Liverpool fans, who have grown up with us just as they grew up with Pink Floyd, will be happy with what we have in store.
"It's hard to get our five to six hours of material down to just two separate two-hour sets but I reckon people will be happy with it. I think just for the Liverpool dates we will do two 'best of ' shows but they will be two different gigs.
"We are aware that some people never miss one of our concerts and we are aware there will be people who will buy tickets for our two nights.
"We know of fans who have bought tickets for a whole 10-day tour in some cases."
He says stage craft means less spontaneity at times but that's not going to hold them back.
"In the past it used to be:'Let's stop and do this differently in the middle of this song and do this or that'.
"These days, because of the programming to tie in with special effects, it's all computerised and a lot harder but, hey, it's Liverpool - we will give it our best show; we always do."
Colin says that on the road the wizards from Oz band have been catching up with the World Cup matches in dressing rooms.
"What was Harry Kewell playing at missing those sitters?" laughs Colin.
"He missed a couple and HIM of all people - a Liverpool player.
"But, seriously, it's great seeing Australia playing in the tournament and doing their bit - it's comparatively new for them.
"I have lots of friends who are Swedish so, you know I must admit I have been egging them on - and England of course."
Colin says that away from the Australian Pink Floyd side of their careers they all have their own little sideline interests.
"I sometimes think 'how long will we do this?' but we've stuck at it to such a level. You do your own thing - I have made a few songs with a guitarist pal - and then you have a rest and you come back raring to go."
David Gilmour, a REAL Pink Floyd main man, endorses the band, so there's no better compliment. They played at his 50th birthday party in 1996 and he has even urged people to go and see the band. And Gilmour has been to see them on stage. "We go and see him too," laughs Colin.

MORE than 300 people are being drafted in to make sure Liverpool 2006 Summer Pops is a success.
They include specialist technicians, security workers, bar staff, cleaners and stewards at the Big Top.
Organiser CMP says it expects upwards of 120,000 music fans to flock to the Pops, with 21 acts appearing during the festival's three-and-a-half week run.
The annual event kicks off next Thursday at Central Docks with a show by Jools Holland.
An estimated half-a-million people have flocked to the Pops in the past five years. Martin King, director of tourism at the Mersey Partnership, said: "The line-up of world-class acts for a full month during the Summer Pops has great impact on the tourism economy of the city." Improved facilities for 2006 include a secure, free car park for 800 vehicles with more stewarding, improved taxi arrangements and more toilets.

Jools & Co launch Pops with a party
Holland plays a mean boogie-woogie on piano, and when the rest of his band joins in it's time to get up and dance.
His 14-strong band is a collection of individuals, each looking very different, be it a funny hat, a sober suit, over-the-top on-stage antics or just being the only girl in the band, like saxophonist Lucy Graham.
This makes for a band of soloists, most of them given time to stretch their talents on a variety of numbers.
Arrangements are of a rudimentary variety, often very loose. They did play a Glenn Miller number, Tuxedo Junction, and while it was without the Miller refinement it exuded energy.
Energy is what both Holland and the band have in large doses. He was soon up last night encouraging the audience to whoop along or get on their feet to do the Boogie Dance.
Among his regular band, Liverpool guitarist Mark Flanagan, in a pork pie hat, added a down home rock feel and alto sax player Dave Nash not only gave their solos a swinging mood but were jumping about on stage as if enjoying their own party.
Regular singer Sam Brown in big red shoes and big red hair delivered some shouting vocals while special guest Ruby Turner, a large jovial lady, was a wow with boogie-styled vocals and lots of body shaking.
A virtually full house was certainly up for this party-styled opening for the Pops series and, yes, they were dancing in the aisles.
The Big Top Arena will host many more shows between now and July 23 when Bryan Adams brings the festivities to a close.
If they are as much fun as last night, it looks like Liverpool will be partying for a while yet.

Did anyone else go to see Deacon Blue at the Summer Pops last night? I went with my sis and had an amazing night. The band put on a fabulous show and brought back great memories of seeing them live 17 years ago for the first time. They were just as good last night as they were back then, if not better!! The only thing I regretted was not taking more water into the show with me as the heat was unbearable........didn't spoil the show tho lol.

Sounds like you share my Dad's tastes......he went to Aussie Pink Floyd and is seeing The Who tonight. Take plenty of water in that tent with you lol.........that heat last night was too much. I think I lost about a stone in sweat!! (so gross but true lol)

The Portuguese excepted, the only people in Liverpool celebrating England's exit from the World Cup last Saturday were the touts who had got their greedy palms on tickets for The Who's first gig in the city for 35 years.
It meant Sven's under-achievers would not be playing France in last night's semi-finals - and that subsequently the three-figure black market price for a gold dust ticket was maintained.
The desperate rush for tickets - both last night's and tonight's near 10,000 allocation sold out within 25 minutes - is not only proof of a genuine coup for this year's Pops but of the enduring reputation of one of the great live rock acts of all.
Granted, the band's powerhouse of drummer Keith Moon and bassist John Entwistle are no longer around, and neither has there been any classic new material for nearly 30 years - but that's counterbalanced by a welter of passionate songs from their golden years that stand the test of time.
And then there's guitarist Pete Townshend's earnest if misguided attempts at highlighting the dangers of paedophilia and child abuse which nearly put paid to his career for good. But we all know Pete - eccentric to the last.
These two nights have been Liverpool's chance to see if the old spark was still there since the last time the band, then in its full complement, played here.
The date was Saturday, October 23, 1971 when Daltrey twirled his bolas microphone to impossible heights, Moonie battered his kit to a pulp, Townshend scissor-kicked himself and his guitar into oblivion while Entwistle looked on impassively, spider-like, waiting to pounce and gobble its prey.
One person who wasn't there to see it, however, was George Wilson.
"Don't be soft, I was only seven at the time," explained George, now, 42, from Halewood who played Daltrey's role in the ultimate tribute band The Maximum Who. Up until last year when George's gang of imposters finally split they were the nearest a fellow Liverpudlian could get to seeing the real thing, certainly on home ground.
"Up until the late 90s we had a really good niche market - in fact when we played countries like the former East Germany they actually thought we were the real thing," said George, an exercise physiologist.
"Thing is, though I've never actually seen them live before and I'm really sceptical about bands reforming around one original member, at least there's 50 per cent of the original band left so that's something. They
were great - anarchic, anti-establishment and they weren't pretty boys either. They were a real lads' band." There were more dads than lads there last night but a young defiant spirit was still burning bright.
The opener I Can't Explain proved itself to be as much an anthem to middle- aged as teenaged angst judging from the full-throated knowledge of those who tried to mimic the still powerful Daltrey word for word.
Daltrey in turn after the first wave of euphoria couldn't resist firing out the volatile but sage like statement: "The historical importance of Liverpool and **** (expletive deleted) me you're still stuck in a tent."
It was a laugh but a tad unfair at the expense of the Pops. The tent has had its ups and downs but it has still been possibly one of the best environments this reviewer has experienced here there or anywhere. It's fairly
certain that Townshend, Daltrey and Moon and Entwistle's replacements, Ringo's lad Zak and Pino Palladino would have thought so respectively.
The dynamic was brilliant and all the classics were in place: Baba O'Reilly, The Seeker, Won't Get Fooled Again, Behind Blue Eyes, Love Reign O'er Me, Substitute . . .
And on and on. Sometimes you just can win.

Fans go into raptures after an 'absolutely fantastic' gig from rock veterans
CIVIL servant Gill Smart, 33, from Crosby said: "It was absolutely fantastic - one of the best gigs I've ever been to, and I go to a lot. I couldn't see at first, but I stood on someone's shoulders."
John McGorrigan, 47, from Northwich said: "This is the first time I've been to the Summer Pops and I was really impressed. It was absolutely superb, and I wish I hadn't had to leave early to get my train."
Gillian Howard, a 37-year-old housewife from Crosby, said: "I didn't want to go at first. I got tickets for my partner. But it was so much better than I expected, I loved it.
"I went to see Bob Dylan a few years ago, but this was even better," said 32-year-old office worker Paul Thomas from Tuebrook.
"Roger Daltrey's voice is still there, so they were sounding really good."

CANADIAN rocker Bryan Adams brought Liverpool's Summer Pops season to an end on Sunday - just days before politicians hear details of what the showcase event cost city taxpayers last year.
Last night Chas Cole, who runs event organiser CMP Entertainment, spoke of another successful string of concerts in the Big Top.
He said: "The great thing about the Pops is the huge variety we get with both acts and their audiences.
"The people of Liverpool are the real stars of the event and it's a tribute to Liverpool's warmth as a crowd that every artist always seems to remark how great the reception was inside the Big Top."
The Summer Pops event is promoted by CMP Entertainment in association with Liverpool City Council, but councillors have raised questions about the subsidies paid from council taxpayers, amounting to £1.6m in the three years to 2004.
The report, to be presented to the council's leisure and culture committee on Monday, is expected to reveal that losses last year exceeded the £342,000 subsidy paid a year earlier. That would mean a council subsidy reaching almost £1.7m.
However, supporters of the Summer Pops have insisted that the event creates such a high profile for Liverpool that financial aid from the council is worth the cost. Last night Labour's culture spokesman Cllr Steve Rotheram said: "We have been told that last year the Pops received a subsidy slightly above what we paid in 2004. I will be very disappointed if this year's Summer Pops has needed a lot of funding."
This year the 23 nights of music at Central Docks attracted a tremendous array of acts, ranging from two nights with rock legends, to the singalong pop of the Sugababes.
Early indications are that 85,000 people attended concerts at the big top, fewer than last year, but there were fewer shows than in 2005.
There were several obvious highlights in 2006, including the two sell-out nights by The Who, their first shows in Liverpool for over 30 years.
Other highlights were doubles by Simply Red and the Australian Pink Floyd, which had added poignancy this year due to the death of Pink Floyd's original front-man, Syd Barrett, in the run-up to the second show.
City council leader Warren Bradley has already recommended that after this year there should be an open-tender competition to decide who should run the Summer Pops next year and thereafter.
Reports from council officials say the cost of running a high-profile event with top acts could only go-ahead with an arrangement to underwrite losses.

The star's name was linked with the Pops today as it emerged that last year's series of summer gigs cost Liverpool council £780,000 to subsidise.
Officials said the Queen of Pop was top of the list of artists being pursued as they start preparing the line-up for 2008.
Luring Madonna to play in Liverpool for the first time would be a massive coup for the Pops as it moves to its new home at the Kings Dock arena.
Organisers said the venue's 10,000-seat capacity, compared with 4,000 in the Big Top, meant ahigher calibre of artist should be attracted to the city.
Pops promoter Chas Cole said: "We intend to be exceptionally ambitious for the 2008 line-up and Madonna is right at the top of our wishlist."
The near-£800,000 cost of last year's event was revealed in a report published after an investigation by councillors into how the Pops was operated.
But Mr Cole and Jason Harborow, chief executive of the Culture Company, said they were satisfied the Pops provided value for money, despite the subsidy.
They said the £650,000 bill of setting up a Big Top at Clarence Dock was the main factor behind the huge cost to taxpayers.
Mr Cole said: "At Clarence Dock, things like providing power and plumbing for toilets is more expensive.
"Because they are not manybars around there, we also feel we have to offer more facilities to the public.
"The other reason is that moving to Clarence Dock has impacted on ticket sales. It is just not as visible as before."
But Mr Cole said the venue had not affected the type of artists, which included the likes of The Who and Simply Red this year.
Mr Harborow said the Pops provided value for money because of the £5m investment brought into Liverpool every year.
He said: "This year, a quarter of visitors to the Pops were from parts of the north west other than Merseyside,and one in 10 from outside the north west."

Yesterday, it was revealed that last year's Summer Pops was subsidised by the council to the tune of £780,000, but injected £5m into the local economy.
The A-list line-up is being negotiated by CMP Entertainments, which has organised the event for the past six years, but now has to tender to run it for Capital of Culture Year.
The Summer Pops is to be put out to tender from 2007 onwards, after councillors demanded an inquiry into the soaring costs to the taxpayer.
CMP managing director Chas Cole and Jason Harborow, chief executive of the Culture Company, last night said they were satisfied the Pops provided value for money, despite the subsidy.
Mr Cole said: "The Pops has cost the council money, particularly because of the cost in holding it at Clarence Dock.
"But the benefit to the city is staggering. The £5m does not just go to hotels, restaurants and taxi-drivers, it pays local people's wages and swirls around the economy.
"When the event moves into the new Kings Dock Arena in 2008, it will be cheaper to run.
"And now the city can attract more and more big names, which can only increase the financial returns."
Mr Cole says he also intends to target performers like Stevie Wonder, Coldplay and Neil Young, with Madonna at the top of his wish list.
CMP wants to continue running the Pops, and a good line-up should significantly boost its chances of winning the city tender.
And if the 2008 event is to be successful, preparations need to be made as soon as possible.
Mr Cole said: "The new arena's 10,000-seat capacity, compared with 4,000 in the Big Top, means a higher calibre of artist can be attracted to the city.
"This is not just about 2008. After the city has the facility, it will be able to attract the big names year after year."
Earlier this year, councillors were concerned about the cost of the event, and questions were also raised about Mr Cole's relationship with Phil Halsall, the council's director of resources.
A report, which will be presented to the council at a scrutiny meeting on Monday, reveals the council has subsidised the Pops by £2.1m since 2001. In comparison, the report indicates the Pops have injected £25m into the Merseyside economy during the same period.
A study into visitors to this year's Pops shows 80,000 people who attended came from outside Merseyside.
One in 10 came from outside the North West and 1% from abroad.
Visitors from outside the North West spent an average of £126 each during their stay.
Mr Cole added: "There is this misconception that CMP Entertainments must make a lot of money on the back of the Pops, but this just isn't the case.
"It is worthwhile, but at the same time a very difficult event to put on.
"If it was easy to do, they would be putting them on everywhere, but the Pops is unique to Liverpool and it benefits the city enormously."
Last night, Mr Harborow praised the Pops and said they were here to stay.
The issues with the festival in the last two years had been down to the event's enforced change of venue.
Mr Harborow added: "This report demonstrates the important economic benefits which the event brings to the city.
"The pops were crucial to our success in being named Capital of Culture and we think the city's investment in the event has delivered fantastic value."
Deputy Leader of Liverpool City Council Cllr Marilyn Fielding said: "In the past six years, the Summer Pops has paved the way for even bigger and better concerts being staged at the Waterfront Arena.

THE company that launched Liverpool superclub Cream is to bid to take over the running of the city's Summer Pops festival.
Cream director James Barton says his expertise staging profit-making events around the world - like Creamfields in Mexico and club nights in Ibiza - will turn the season of Big Top concerts into a huge success.
Mr Barton revealed his company unsuccessfully offered to run the 2006 Pops with a guarantee that there would be no cost to the city, but was turned down by the council.
His proposed new bid comes after the event's current operator, CMP, revealed it wants to bring the Rolling Stones, Madonna and Robbie Williams to the 2008 event.
Last week, a report revealed CMP is to receive a council subsidy worth almost £800,000 to make up losses from concerts held by CMP at Central Docks in 2005.
Last night, councillors agreed a special panel will prepare a tender process to find an operator to run the event in Liverpool's birthday year in 2007, and Capital of Culture year in 2008.
At a meeting of the city council's Leisure and Culture Select Committee, the council's chief executive, Colin Hilton, confirmed Mr Barton had bid to stage the 2006 series of concerts.
He said it came after councillors had agreed to stay with existing organisers CMP, headed by Charles Cole, for the 2006 concerts.
Mr Hilton also told the committee that he knew in March, soon after becoming interim chief executive of the council, that the 2005 Summer Pops were expected to make a loss of around £750,000.
The official, who has taken over from Sir David Henshaw, said it was too early to indicate the scale of losses from the 2006 pops, which included performances from The Who, New Order, and Simply Red.
It seems certain that, even if there have been efficiencies this year, there will still be considerable losses, given the huge cost of erecting a giant marquee at the Central Docks. The cost of just operating the temporary site is around £650,000.
The move by Mr Barton's company, based in Wolstenholme Square, Liverpool, will mean Cream competing with CMP to take over the showcase event.
The bidding war was unleashed as the city council's Leisure and Culture met last night to consider a report on last year's event when the Big Top moved for the first time from Kings Dock to Central Docks.
Councillors from both the ruling Liberal Democrats and opposition Labour benches united in their anger at the scale of the losses in 2005.
They agreed to set up a special committee to oversee a process for the Summer Pops contract to be put out for contract for 2007 and 2008, when they event will move to the new Kings Arena.
Mr Barton was delighted with the commitment to go out to tender.
He told the Daily Post: "We will be bidding to run the Summer Pops for Liverpool, and I know we will make a success of it.
"I am not going into the game of naming names, but I can guarantee a line-up that will suit audiences of all ages.
"It certainly won't be a dance-event like Creamfields, but concerts with an impressive line-up," he said last night.
At last night's meeting, former Labour culture spokesman, Cllr Steve Rotheram, fired the first salvo, demanding to know why it had taken so long to produce figures for the 2005 event.
"I feel let down by these huge increases," he said referring to a loss of £784,000 to be met by council taxpayers. Only £500,000 had been put aside to meet expected losses.
Cllr Rotheram said Labour had used a procedural measure, known as calling in, to force a debate when it was first suggested that CMP be allowed to run the
2006 pops. He said Jason Harborow, chief executive of Liverpool Culture Company, had told him that a delaying tactic could jeopardise the Pops because of the time it took to organise.
"On the basis of what was said, I persuaded the Labour group to withdraw the call-in process.
"I feel as though I was led up the garden path and I am not happy," he said, demanding to know at what stages officers were aware of the spiralling costs of the 2005 event.
Former Lord Mayor, Cllr Eddie Clein, said a number of councillors had been scathing about the losses incurred by the Pops and were trying to get to the bottom of what had happened.
"The whole perception is murky to say the least. We are not getting straight answers to pertinent questions," he protested, adding, "this shows gross mismanagement."
Another ex-Lord Mayor, Cllr Alan Dean, said the losses staggered him, and he demanded to know how much money the council would have been prepared to spend before somebody pulled the plug.
"Whatever the cost, we would have to pay it?" he asked, to which Mr Hilton replied "Yes".
A report to the select committee by Resources Director Phil Halsall and Culture chief Jason Harborow made it clear that the Summer Pops will always require a subsidy from the council while it is taking place in a temporary venue.
The event was launched in 1993 by Carl Davis when the Philharmonic Hall refurbishment made the RLPO homeless for a while. Mounting losses led the RLPO to hand over the event to the city council in 2001.
The council has subsidised the event to the tune of around £2m since taking over.

FORMER DJ James Barton turned his love of music into an international business when he launched the Cream club with his business partner Darren Hughes in Liverpool in 1992.
The club nights in Wolstenholme Square attracted clubbers from all over Europe, and, in 1999, the company launched its outdoor summer festival Creamfields.
The event attracted audiences of around 40,000 each August to its venue at the former Speke airfield, and will this year move to a new home at Daresbury.
Hughes left the company in 1998, but it continued to go from strength to strength with the Creamfield brand launching similar events in Poland, Spain, South America and Mexico, with Russia in its sights as a possible future location.
It has meant Kirkby-born Barton becoming a jet-setter as he heads around the world making arrangements for the mega music events.
BabyCream was launched at the Albert Dock as a venue for the influx of young and trendy city dwellers moving into new apartment developments.
The company took over the Pier Head with a series of marquees at Millennium New Year's Eve.
While Cream became synonymous with a new culture of nightlife in Liverpool, the organisation suffered a blow several years ago.
It was subjected to a major inland revenue investigation after running an undeclared till at its nightclub in Liverpool.
Merseyside police launched a corruption investigation into the relationship between one of its directors, Stuart Davenport, and a Liverpool council official, Bill Wadkin.
However, no charges were ever brought against the men who vehemently denied any impropriety. Summer Pops are scrapped
LIVERPOOL’S Summer Pops which brought the biggest names in showbusiness to the big top on Merseyside have been scrapped.
Leading city politicians, grappling with a difficult spending budget, have decided that an injection of up to £750,000 of council taxpayers money into the showpiece event is too much to shoulder.
Instead the council will concentrate on revising plans for the Pops from next year when the new arena at Kings Dock will be brought into use.

I've always thought this event was a joke anyway,any proper city would have the big stars appearing all year round.We need to stop refering to ourselves as a music city if we can't attract the big names on a regular basis.I'm still not convinced our new arena can achieve this for us,we don't want The Australian Pink Floyd we should be getting the real deal,sorry for using them to make my point Kev.:)

News today that the Summer Pops is axed this year.
This will save the council £750 000.
Personally I think it is preferable to axe the summer pops rather than local services.
Also given that Liverpool will have a major concert arena next year I don't think it is a major loss.
It's scandalous that it's been scrapped. I too saw Aussie Floyd there and at the Royal Court, as well as The Who and Il Divo (cossa the missus that one - honest) and there is a great atmosphere. Private finances/sponsors should be sought if the council can't get it's act together - it's our 800th birthday for Christ's sake.
I heard before that they've been asked to reverse the decision, I can't see this being going away.

It'll only be until January,when the arenas up and running there will be no need for it.Hopefully we'll be able to get great bands on a regular basis then.
According to Look NW on thurs, apparently 42 events are already booked and the conference centre has some bookings for 3 years - they are keeping their cards close to their chests though about just who they are?

The thing I didn't like about the Summer Pops was if you fancied a couple of gigs you had to pick and choose because of the prices and the fact it was only on for 3 weeks,the new arena will put an end to that.

Two fantastic under used venues there that would work.I couldn't help think that putting the event on in the derelict Central Docks did Liverpool's image no favours,Otterspool is beautiful and I hope they can pull it off.
Summer Pops might get a recall according to today's echo....

THE ECHO today came to the rescue of the Summer Pops - helping promoters seal a deal with Liverpool council to resurrect the cancelled event.
This year’s Pops will now be held at Aintree racecourse as part of a new agreement which requires just £100,000 of taxpayers’ money.
Operator CMP today said the ECHO’s promise of top-level sponsorship meant it could dramatically reduce the cost of the showpiece festival.

A SUMMER Pops legend is planning a return to Liverpool.
Australian Pink Floyd are set to make it their sixth year running at the Pops when they take to the stage at Aintree racecourse on Saturday, July 7.
It means they will have played to more people– around 50,000 – than any other act in Pops history.

I first saw them a few years ago on the Royal Court. It was very intimate being only small so we were very close in front row balcony seats.
It was just after we beat them in the Rugby final and the lead singer mentioned it to which the crowd broke out into Swing low sweet chariot which had the Aussie Floyd laughing their heads off and clapping us.
He said where else could you get such an instant spontaneous response but Liverpool.
They always do at Liverpool, they got a long standing ovation last year and they were truely gobsmacked. Anywaym just booked my tickets, row B at the very front (blue bit i assume - i didn't pay for the gold circle), get in there!!!!
This new aintree pavillion holds 4,500!

Being a drummer, I concentrate a lot on their actions even when I've taken the missus to see her faves, Andrea Bocelli and Il Divo. Some of the orchestral arrangements are fantastic and they've moved on into the laser era too for visual effects.

I'd been looking forward to seeing Aussie Floyd again especially for Dark Side but I'm off to London again this weekend. There'll be another time :rolleyes:. Hope you enjoy it!

Liverpool Summer Pops at Aintree was excellent. The Venue was almost identical to the 'Big Top' from last year (inside).

THIS year’s Summer Pops festival – staged at the temporary home of Aintree racecourse’s new pavilion – has been declared a resounding success by organisers.
The annual series of concerts, which came to a close on Saturday night with a performance by Wirral synthesiser pop group OMD, is thought to have generated an income of nearly £5m for Merseyside.
According to organiser CMP Entertainment, most of this revenue was brought in from outside the city’s boundaries.
The 15 shows, which included appearances from the Pretenders, Bryan Adams and comedian Russell Brand, attracted more than 60,000 visitors, on a par with the 2006 event held in the big top on Liverpool’s Central Docks.
The Pops’ chief organiser, Chas Cole, said the change of venue had made little difference to the success of the event.
Mr Cole added: “This year’s Summer Pops has been a great success and has seen over 60,000 music fans flocking to the new pavilion at Aintree Racecourse.
“We’ve had a fantastic bill, with some memorable performances from the likes of Pink, Amy Winehouse and legends Steely Dan.”
Earlier this year, it was announced the 2007 Pops was being axed because city councillors were unhappy about the amount of money the council would have to contribute, after paying out £3m subsidies in recent years.
But days later, a deal to resurrect the festival was announced, with the move to Aintree racecourse helping to bring down the cost to taxpayers.
Next year’s Summer Pops, as well as an inaugural Winter Pops, will be held at the Liverpool Echo Arena, which is currently under construction at Kings Dock.
Mr Cole added: “We are now focusing our attention on 2008 and are looking forward to bringing a host of big names to the new Arena.”
One of the only difficulties arising this year was the last-minute cancellation of the July 5 show by soul star Amy Winehouse.
But the singer, who is believed to have pulled out on doctor’s orders, rescheduled her performance for July 18.
It has been estimated that the average spend per visitor, some of whom came from as far as Norway, Denmark, Spain and the Netherlands, was just under £60.
Hotels in and around the city have been full to capacity due to the increase in visitors.
The deputy manager of Liverpool’s Radisson Hotel, Richard Groom, said: “It’s been a really exciting time for us. We’ve had people coming to stay from all over the UK, and some from beyond.
“There’s been a real buzz as we’ve also had a few of the top bands staying here.”
Emma Owen, a spokeswoman for Aintree racecourse, said holding the event had been a wonderful novelty.
She said: “We’re delighted to have had artists of this stature performing at Aintree. July has been a fantastic month.
“It’s been great to see people using the site and its facilities on non-race days.”

Yes, do u think they'll reduce the capacity or publicize it more?
I'm thinking that this years pops was capacity at a couple of thousand and the arena is 11 thousand or summink like that.
Hopefully they'll publicise it more, and I think being in an arena like that will attract more people (and artists too). Even more since it'll still be a new arena. I was a bit cynical first time I went to the Pops - "it's... a tent..." - I wasn't expecting much! I was put right though (it was Aussie Floyd :D) and have been back many times since.
