It will be there to scare off pigeons. I've heard of this before, owls are known for scaring pigeons. That's one thing I really don't like, birds' mess on buildings. Hopefully it will as about 6 months ago a pigeon flew right into me ed when it took off in Church Street much to the amusement of a gang of lads!
