Hi, and thanku, gosh took abit of finding but its hidden along tower road and tower Wharf A554. The stone was placed there by caseys land reclamaition landscapers. Apparently there was a ship named the Nile, which later became the HMS Conway, a wooden ship moored off Rock Ferry, you can see the picture of the ship on the stone. All this is linked to the Cadets.
for more information look up Conway Cadets.
