A WORLD-CLASS commercial quarter in Liverpool, rivalling in size the £920m Paradise Street development, was yesterday given the go-ahead by city planners.
The approval by Liverpool City Council's planning committee paves the way for a 1.5m square foot development of office and commercial space between Tithebarn Street, Pall Mall and Leeds Street. It represents the biggest commercial scheme in the city's history.
Liverpool Vision, the council-backed regeneration company, won planning consent for a masterplan that will see high-quality buildings around squares and along new tree-lined boulevards on what was formerly Exchange Station.

The landowners, Israeli-owned Hilstep and its development partner NCP, who currently lease the land as a surface car park, will spearhead the development, expected to cost hundreds of millions of pounds.
As businesses move into the office blocks, it could have the potential to bring up to 3,000 jobs to the city.
Last night, Vision's chief executive, Jim Gill, said: "We are delighted that our master-plan has won approval. We are seeing the retail expansion by Grosvenor, in Paradise Street, but so far we have had no comprehensive site for a commercial development on this scale. This is the last site available in the city centre where a development of this scale could be accommodated.
"It will help Liverpool compete with its major rival cities for office space.
The past few years have seen renewed developer and investor confidence in the city centre office market through the success of schemes at Princes Dock, Temple Square, 101 Old Hall Street, City Square, St Paul's Square and the speculative scheme at Unity.
"The idea of a masterplan means we can create a modern, quality environment.
"Commercial space in Liverpool is being taken up at the rate of 400,000 sq ft a year, so we believe there will be demand in this new quarter. Interest in the site is already being shown by potential occupiers, and that is in advance of detailed plans."
The office blocks on the site will be complemented by new public spaces and associated car parking.
Hilstep, NCP and Northwest Regional Development Agency (NWDA), will now pursue expressions of interest from developers keen to gain a foothold in Liverpool's rapidly-expanding office market.

The outline planning consent means developers can now advance detailed planning applications for specific developments.
Mr Gill added: "There is serious developer interest in the Pall Mall site, which will become Liverpool's premier business address with the potential for over 3000 new jobs."
Liverpool council leader Mike Storey said: "We are successfully addressing the problem of the lack of high quality office space which held the city back and this development will mark a giant step forward for the business district."
Paul Lakin, NWDA area manager for Merseyside, said: "This decision paves the way for a major new commercial quarter that will breath new life into the city centre."
A masterplan, drawn up by London-based Urban Initiatives, was commissioned by Liverpool Vision, Liverpool Council and the NWDA.
It has been the subject of extensive consultation with local businesses and landowners.

Scheme will include 322 apartments
THE site spans just under four hectares and once housed Exchange Station and the adjoining engine sheds.
The station closed in the 1970s when the new Merseyrail system was opened. The station frontage was transformed into an office complex, Mercury Court, while the land behind became a car park.
As well as 1.25m sq ft of offices the plan envisages 322 apartments, a large multi storey car park, underground parking, retail and leisure facilities such as restaurants and bars, and open spaces.
There are two tunnels, carrying trains on the Northern line. The land above the tunnels will become green squares.
Sounds really good.
The big shock that I had when looking to move back here was the lack of jobs (especially in Software / Computer Programming) that Liverpool had on offer. Over the course of a year I applied to exactly 0 jobs in Liverpool, due to none being advertised.
In the same time I attending a number of job interviews in Manchester, Preston and Lytham. The only downside of my current job is the travel between Liverpool & Manchester. :sad: (Although possibilities of working from home are starting to open up! :) )

I live just accross the road from this new development - Interested to see how / if it will affect us.
I dont think there will be any significant highrise scouse-scrapers. The area is ahuge car park at the moment.

Wormella, a word of warning,
Whilst the plans sound good and it will be good for the city centre, if there is anything you or your neighbours are concerned about then make sure you put it in writing and get a response, if you feel you are bieng passed over then object against whatever it is you have concerns about.
Go to every meeting or request a copy of the minutes.
If you read any of my other posts on this forum you will know why i say this.

I've uploaded so pictures to show just how clase we are. Really anything to does something with the quite scary expannse of carpark and stops this bit of town feeling quite so unloved is very welcome.

it might only be those of us that live in houses say 30 years old and older that they don't care about.
ENGLISH Cities Fund has been named as the preferred developer for the proposed 1. 5m sq ft commercial property development at Pall Mall.
The fund, a joint venture between Amec Developments, Legal & General and English Partnerships, beat competition from a joint venture between CTP and Development Securities to clinch the 15-year project.
The scheme will see the redevelopment of land currently occupied by an NCP car park between the rear of Mercury Court and Leeds Street.
The Urban Regeneration Company sees the scheme as vital to the renewal of Liverpool city centre's office stock ECF is currently constructing two 100,000 sq ft office buildings at the adjacent St Paul's Square, which edges on to Old Hall Street.
The scheme is the brainchild of urban regeneration company Liverpool Vision and forms part of the masterplan for the redevelopment of Liverpool city centre.
Liverpool Vision chief executive Jim Gill said: "They clearly have a lot of experience in the area. They have demonstrated their commitment through what they are already doing at St Paul's Square.
"The landowner must have thought they were the people most likely to deliver what was wanted.
"This is good news in that we now have a development partner to work with, but we still have a long way to go before anything exciting happens.
"Pall Mall is a major development opportunity and a key element in our strategy for Liverpool's commercial district.The creation of a major new business destination in the city centre will bring enormous benefits to the region's economy and satisfy demand for high quality commercial space.
"We welcome the news that ECF has been selected as preferred developer for this important site, but there remains a considerable amount of work before legal arrangements are finalised, develoment proposals are confirmed and we see work beginning on site."
The first phase will be a multi-storey car park.

Thanks Kev. Is that last one being built on the side of Raliegh House (the scabby bit that sticks out on the right), or is there a gap? Raliegh House is meant to be going and will be replaced by an 18 storey office tower, reinstating th Old Hall Street building line. :)
On the back of RHWL's master plan, our client English Cities Fund has landed one of the largest city centre schemes outside London. This is a project we have been working on for nearly four years. Having secured phases one and two, which consist of six buildings that provide 350,000 sq ft of mixed use space, we entered into competition with eight other consortia to develop the final phase. It has now been confirmed that our proposals have been successful. It's full steam ahead on what will become Liverpool's new Central Business District.

Don't forget Kings Dock is to get a few towers and there is the Windsor development in the Baltic Triangle which is likely to be built,if you look in the development summary on SSC there's also a 15 story tower called Liverpool Edge and it's quite decent,I like what you've done there though Kev.:PDT_Piratz_26:

I'm loving these proposals for the CBD. The area needs a smart open space like the one pictured. I also read that the scheme will include 1 million squre feet of office space, which ain't no small fry!!! Plus residential and retail uses.
If this scheme works the life will be breated back into that whole area, lifting Old Hall St and the Dale St Castle St area between this proposal and Paradise St development.

Some people have been complaining about the heights of buildings on Skyscrapercity, but I think the density is ideal. It looks like it could have a real city feel to it without being too over powering. That whole area is going to change so much, especially when one considers the blank spaces there right now!

Yes, anythin is better than dead, flat open spaces, we are spoilt at the moment here in Liverpool, so many opportunites.
This will be an exciting place when eventually built.

That's a class pic Kev.
To my knowledge, everything in that pic is the CBD, including in the red line, which will be where the proposal in that rendering will be.
That rendering shows the Bruntwood and what that yellow frame will become, as well as other stuff in your pic. Then there is the tower and office buildings which are proposed.
Apparently, Railegh House (the crap one to the right of that yellow steel frame) is going to be demolished and turned into an 18 storey jobby. They were going to re-clad it in white panels and glazing (there's a board on the side of the building that shows this), but the owners must've decided to just start afresh. Which is great becuase Raileigh House is just crap- and spoils the street linme by protruding out too far.
ARCHITECTS have won a design award for their city plans.
THESE (when ever they are published) are the first images of how the new heart of Liverpool's business district will be transformed over the coming years.
Tree-lined boulevards with offices, bars, restaurants and luxury apartments will be dominated by a proposed high-rise tower as a new landmark building on the city's skyline.
The masterplan has been devised for government agency, English Cities Fund, by London-based architects RHWL. The firm won a design competition for their vision of the Pall Mall scheme which envisages more than 1m square feet of new office space.
The architects want to see areas reserved for vast car parks to be initially used as an outdoor arena for major entertainment, creating a new "collective history" for the streets and buildings to come.
By coincidence the site takes in what used to be Liverpool Stadium, a one time boxing and events building that could hold an audience running into thousands.
RHWL's aim is to create a commercial area that can rival London and other major UK cities, attracting blue-chip headquarter buildings to Merseyside.
Work is already well under way on the first phase of the scheme, new office space fronting Old Hall Street and the creation of a new St Paul's Square.
Against strong competition, RHWL Architects won the role of lead designer for the renaissance of the Pall Mall district.
The project will generate an impressive almost 1.4m sq ft of flexible mixed use space from an area currently dominated by car parking.
It is the second, and more extensive, development in a flagship regeneration programme initiated and financed by English Cities Fund.
RHWL's competition-winning concept for Pall Mall - which lies adjacent to St Paul's Square - is intended to build on the design principles established in earlier phases.
Pall Mall's mix of buildings will be commercially led, alongside eco-friendly luxury flats.
Just as for the central business district, the architects have paid great attention to discovering the right balance to help the city's aspirations towards being a 24-hour city.
There is scope to include significant leisure and hotel facilities, and total flexibility for changing use is designed in; for example, offices can become retail spaces with ease.
The plans are intended to draw on the lay-out of Liverpool's Victorian buildings and street designs, with characteristic red sandstone the main material, again to reflect Liverpool's history.
RHWL's other current regeneration work includes the Regent Quarter, a mixed use regeneration scheme for four city blocks to the east of London's Kings Cross station (included in this year's London Architecture Biennale), and Riverside Heights, a two-phased residential scheme, part of Norwich City Football Club's redevelopment masterplan.
