What do you mean by a "cartel"? I think some retitling of this the thread may be needed. A cartel (http://en.wikipedia.org/wiki/Cartel) in English is usually a group of businessmen who band together to fix prices. It sound as if you believe it may mean a sign of some kind. I might merge this thread with the other advertising signs thread and separate out the EWS posts which seem to have taken on a life of their own.
