I am an outdoor photographer. (At the moment) And Ido have photoshop (free) and Corel. Ido not need to know how to edit my photos, I just would like to be able to add some effects to them. I seen a photographer take a photo of a little girl and she added star lights and a fairy into the girls hand.Does anyone know of any photo effects programs I could look into?

The fairy on the hand would have been cloned with the clone tool in Photoshop, this probably meant resizing the Stock photo of the fairy first, basically no real effects added to the program.
Search for "Adobe Plugins" on google, some are free? but whether they will work with your version?

Knoll Light Factory is designed to create lens flares and other lighting effects, including lasers, explosions and suns. The most common use in photography is to enhance lights such as lamps, streetlights, sky elements, or candle flames. However, many designers also use Light Factory to create sparkling or glowing lights from scratch. Light Factory was originally written by John Knoll, the co-creator of Photoshop, to create the Photon Torpedoes in Star Trek First Contact.

AKVIS LightShop allows creating amazing lighting effects. These light effects often have a complex structure and many parameters and modifiers. However, thanks to the Hints to every parameter you will not get lost in the interface. A bit of practice and you can create the most extraordinary effects.
