Does anyone know if it's possible to get hold of street plans of Liverpool city centre which show individual shops/buildings. I know the council has this kind of thing for planning applications, etc but are they available online?

Is this the scale you mean?
It's the Ordnance Survey 50 inch series.
Central Library (Humanities) have the full range for Liverpool, starting with up-to-date issues back to just after the war.
It's much cheaper to photocopy what you want, than buy them from OS.

The Record Office (4th floor) have a vast collection of older maps.
