I read in the current issue of Private Eye that there is a lot of this goin on.

Tower Hamlets have a four star rating.
We learn from the leak of an internal memo that 'mystery shoppers' from the Care Quality Commission were to inspect them and from what date, they also included links to pictures of these mystery shoppers so that all could be clued-up. Easy when you know how.

Take no notice. Halton Council has Beacon Status which equates to a 5 star council and look at the state of the place.
