The City is looking much better these days regarding litter. After Friday and Saturday nights seem to be the biggest problem now. The Council in Wirral used to have a free rubbish collection service. I don't know whether it's still running, but that would stop a lot of fly tipping. I think grafiti would diminish if it was cleaned off straight away.
